For the first time: it is substantiated that the implementation of a low carbon policy in the field of water supply and sanitation is impossible without modernization of enterprises in this field; a system of independent certification of energy auditors and employees of the water supply and sewerage system was proposed; creation of information-technologic platforms for natural resource management in the process of digital transformation of public governance is substantiated. Improved: coverage of institutional factors for improving the effectiveness and efficiency of economic governance in Ukraine in the context of its neo-industrial development; mechanism for implementation of energy saving measures in the field of water supply and drainage; analysis of the contribution and role of socially responsible investment activities in the implementation of the 2030 Sustainable Development Goals. Has been further developed: applying a methodology of evidence-based policy analysis; determining the factors behind the implementation of a decentralized model of state customs control, taking into account the experience of EU countries; argumentation of the need to develop a national certification system for state internal auditors.
