As a result, the work analyzes the political processes in Ukraine, the role of political actors and policy makers in the process of developing state development strategies of the independence period. On the basis of a wide array of domestic and foreign sources the problems of influence of socio-cultural, socio-economic, external factors are analyzed, which, from the authors' point of view, have affected the nature of both the strategies of socio-political development of the state and their weakness or absence. As Ukraine is a country with poorly functioning political institutions, particular attention is paid to the role of state leaders and political elites in political processes in Ukraine.
