The comparative analysis of systems of registers of the European countries is carried out. It is concluded that the creation of a full-fledged system of electronic resources in the country requires three identifiers: individuals, addresses and businesses. The analysis of the most essential electronic information resources available in Ukraine, which may contain information necessary for the development of social policy, has been carried out. It is concluded that in Ukraine there are no such basic registers as the central population register and the address register.
