The purpose of the work is to develop a methodology and scientific and methodological bases for the creation of highly effective systems of preventive engineering protection of agricultural landscapes and rural settlements from the harmful effects of surface and groundwater. Research methods - theoretical, analytical, forecasting, comparison and analogy. The structural scheme of the components of the problem of harmful effects of water has been developed and 10 types of manifestations of harmful effects of water have been identified by combinatorial analysis. A new methodology for creating highly effective design and management solutions for protection against harmful effects of water has been developed. A method for forecasting the danger of floods has been developed. The method of calculation of constructive variants and parameters of protective coverings of riverbeds is developed. An innovative mode of filling and emptying reservoirs designed for flood protection has been proposed and scientifically substantiated. Scientific and methodical bases of calculation of technological parameters and parameters of working bodies of the machines intended for laying of drainage and screens from a polymeric film intended for protection against harmful action of ground waters are developed.
