The methodological basis of the study is modeling and formalization of stages of the life cycle of transformation of fundamental and applied knowledge in the parameters of production and characteristics of technological processes in a transition economy and depending on the basic technological training of the enterprise and the level of fixed assets. This methodology can be confirmed by quality at the regional level, as well as at the national level, and it will be attached to the national use of network models of behavior of economic agents in the innovation environment.
