The structural elements of the innovative environment of business development as a determinant of its competitiveness, as well as economic and institutional factors of high concentration of various segments of the national market and the main issues of the intangible services sector are highlighted. Perspective areas of improving the quality of the macroeconomic environment of business activity are substantiated and recommendations on the state economic policy in the relevant domains are formulated. The results of research can be used in preparing the legal framework for business regulation and government programs to transform the business environment in Ukraine.
