Based on a transdisciplinary approach, the initial provisions of the socio-psychological theory of consolidation of education stakeholders were formed for the first time. It has been hypothesized that both the evolution of reform and resistance to change are related to the differentiation / combination of education stakeholders according to the criteria of interest, power and education requirements. For the first time, based on theories of diffusion of innovations and life cycle of technology adoption, the peculiarities of the process of acceptance of changes in the educational environment and relevant target groups are identified. The activity of their representatives can be strengthened using socio-psychological technologies to support the reform of the "New Ukrainian School". The ideas and attitudes of the participants of the educational process to the reform of education are revealed, their needs for information and information are determined, the peculiarities of feeling of involvement and trust, development of ability to open judgments, partnership, creation of common vision of general secondary education are established. For the first time the development and testing of socio-psychological technologies to support educational reform, substantiated the criteria for their effectiveness, determined the conditions of their integration into a single complex and revealed the features of application to implement certain tasks to support the process of educational reform.
