The purpose of the work: the development of scientific approaches to the formation of the institutional and economic mechanism of activity and development of water transport as a factor of strengthening its competitive advantages in the conditions of post-war recovery. Research methods: systematic approach to the study of aspects of the development of water transport in modern conditions, system-structural analysis and synthesis, methods of comparison and logical generalization, analogies and grouping, economic-statistical and economic-mathematical methods, namely, forecasting theories, optimization theories, statistical and graphic methods of retrospective and comparative analysis. The result of the work: the conceptual provisions of strengthening the level of economic security, the formation of the profile of competitive advantages were developed, and the macro- and microeconomic determinants of the institutional-economic mechanism of the functioning of the water transport sectors were established; the algorithmization of strategic tasks and stages of building a complex institutional and economic mechanism in the conditions of the post-war recovery of Ukraine was carried out. Novelty: a scientific-methodical approach to the post-war restoration of water transport of Ukraine has been developed, formed on the basis of the improved theory of constraints, strengthened by the principle of equifinality in the formation of goals-goals-constraints-decisions-results and tools for managing the management system and management objects, which will make it possible to transfer the system from a state of imbalance to a state of dynamic stability, with the acquisition of the potential for self-control and reticular flexibility.
