Recommendations for the formation and implementation of a comprehensive state policy of Ukraine in the field of ensuring national security and stability, as well as proposals for improving strategic planning in war and post-war periods, have been prepared based on the analysis of the world's leading experience in the systematic application of mechanisms for ensuring national stability. An analysis of the legal framework, institutional capacity and international experience in combating corruption was carried out, which made it possible to determine the current current problems and algorithms for further scientific research in this area, which is an important step for establishing European standards of anti-corruption legislation in Ukraine. Based on the results of the study of the peculiarities and problems of Ukraine in resisting Russia's armed aggression, proposals have been prepared to improve the structure and process of staffing the Armed Forces of Ukraine, as well as their strategic planning. The priority directions for the development of the domestic defense industry and international cooperation in this area have been determined. An assessment of the functioning of the state-wide system and legal support of state policy in the field of combating terrorism was carried out. Taking into account international experience, promising directions for improving the organizational and legal support for combating terrorism are outlined. An analysis of the state of state and public security in the conditions of war and the problems of legal support for the development of public-private partnership in the specified areas was carried out.
