The results of the second stage of scientific research confirm the conclusions that digital technologies contribute to the more effective inclusion of children and school youth in the educational process, contribute to increasing its flexibility and quality in achieving educational and educational goals, but problems and risks in the formation of a valuable attitude to communications in digital open environment require active implementation of a practice-oriented component. Taking into account that the value attitude towards communications in a digital open environment is the ability of an individual to build a system of relationships in the online space based on social values, which involves the emotional and valuable acceptance of oneself and others as important subjects of communication, the content components of the methodology are defined: formation digital competences in order to acquire practical skills of children and adults in the digital space, formation of SMM activity skills (tolerance of Internet activity, digital technology and media communication, creation and promotion of own content); value-oriented communication; deploying project activities online/offline; education of a culture of safe life and education of stress resistance of the individual, which will allow to promote the development of digital competences in a digital open environment and to form the soft skills of children and school youth as the leading skills of the 21st century.
