The scientific work consists of a preface, the main part, which contains a legal analysis of the articles of Chapter 13-B of the Code of Administrative Offenses, an afterword, a list of used sources (137 items) and 3 appendices. The total volume of the scientific work is 164 pages, of which 141 pages are the main text. Within the scope of the scientific topic, 3 scientific articles and 3 publications of an approbation nature have been prepared. The content of the recommendations given in the comment is not an official interpretation of the articles of the corresponding chapter of the Code of Ukraine on administrative offenses. Clarification of individual provisions and generalization of court practice is aimed at making the right decision by authorized persons based on the results of qualifications during the documentation and consideration of the offense. As evidenced by the analysis of judicial proceedings, the common reasons for the return of cases of military administrative offenses by the courts for completion or closure are the imperfection of plots in the protocols on military administrative offenses, the lack of sufficient evidence in the case files. An extended analysis of judicial practice and the requirements of current legislation, normative and encyclopedic interpretation of certain terms makes it possible to formulate proposals and advice that will contribute to improving the legal awareness of persons who are authorized to document this group of administrative offenses, as well as to increase the quality of the judicial review of this category of cases, the protection of persons, who are subject to administrative liability.
