It has been determined that the current ambiguous conditions, characterised by a decline in key indicators of regional performance, the negative impact of external and internal factors, and the consequences of russian aggression, require a rethinking of approaches to the formation and implementation of directions for the restoration of the land and property complex at the regional level. In accordance with Ukraine's National Transport Strategy for the period up to 2030 and the approval of the operational plan for its implementation in 2025-2027, the importance of transport infrastructure lies in the fact that, taking into account the temporarily occupied territory, it has an extensive railway network. Environmental indicators point to a decrease in the volume of waste generated compared to its treatment. In most regions, there will be a reduction in environmental protection costs in 2022 compared to 2021. This is due to the extraordinary circumstances associated with the conduct of aggressive hostilities. The restoration of transport infrastructure destroyed or damaged as a result of the rf armed aggression against Ukraine should, where possible, be carried out to a higher standard (according to the principle of ‘build back better’), including taking into account the standards provided for by Ukraine's international legal obligations in the field of European integration, European Union law (EU acquis), in particular standards for transport safety and decarbonisation of transport. As a result of the implementation of the intermediate stage: the regulatory and legal framework for the formation and application of geo-ecological monitoring of the use of transport infrastructure land at the regional level has been characterised; theoretical and methodological provisions for the formation and application of geo-ecological monitoring have been substantiated.
