The aim of the work is to increase efficiency and optimize measures to minimize adverse technogenic impacts on the environment and population during decommissioning of nuclear and radiation-hazardous facilities located within a large city, in particular the WWR-M research reactor, and to enhance counteraction to illicit trafficking of nuclear and other radioactive materials. Research methods comprise experimental monitoring using high-sensitivity γ-, β-, and α-spectrometry, inductively coupled plasma mass spectrometry, as well as radiochemical and instrumental techniques for determining nuclear and other radioactive materials in radioactive waste generated during decommissioning and at emergency sites. In accordance with the current legislation of Ukraine, decommissioning of nuclear installations includes several standard types of industrial and technological activities, with requirements for radioactive waste management, licensing, and safety assurance defined by national regulations. Experience in decommissioning research reactors and nuclear power plant units shows that after fuel removal the main sources of radioactivity, radioactive waste generation, and occupational dose are technological equipment and structural shielding components. Nuclear forensic examinations of seized nuclear and other radioactive materials are essential for ensuring radiation safety of personnel and the public and for strengthening the nuclear non-proliferation regime.
