Purpose of the R&D project: to develop a project management methodology for the modernization of ODR during martial law and the post-war reconstruction of territorial communities, taking into account the consequences of hostilities. The report presents the results of Stage 3 — “Pilot testing of the developed methodology on the example of a selected territorial community” of the R&D project “Project Management Methodology for Modernizing the Organization of Road Traffic for the War-time and Post-war Reconstruction of Territorial Communities” (No. 4 DB-2023), which include: further development of a classification of territorial communities by their reconstruction capacity, with examples for 15 territorial communities; development of a structural model of governance bodies in the field of ODR; development of a structural model of the ODR system; analysis of changes in the institutional structure of ODR that have occurred since February 2022 with the onset of the full-scale aggression against Ukraine; development of a model for the functioning of the ODR system at the territorial community level; analysis of ODR modernization measures to be implemented as part of the reconstruction of territorial communities belonging to different groups; analysis of the project-based approach to ODR modernization within the reconstruction of territorial communities classified by their reconstruction capacity; results of pilot testing of the project management methodology for ODR modernization during the war-time and post-war reconstruction of territorial communities using the examples of the Kyiv and Novhorod-Siverskyi city territorial communities Product Description popup.authors Oleksandr S.
