The main condition for ensuring the competitiveness of the state in international markets is the ability of business entities to innovate, and primarily through technology transfer. A balanced international “dual-use policy” is one of the key responses to the challenges faced by both research institutions and defense manufacturers. The purpose of the research is to form a doctrine of an emergent institutional order in the transfer of dual-use technologies and develop organizational, analytical and institutional support for its implementation in management practice, in particular with the help of international network platforms such as the Enterprise Europe Network in the context of the implementation of the post-war stabilization and reconstruction program of Ukraine. The main tasks: 1) analysis of current international government policies and compliance programs regarding the commercialization of dual-use technologies; 2) identification of modern triggers of intellectual capital divergence in the global economy; 3) proposing ways to promote competitive dual-use technologies and the results of relevant research on international markets; 4) exchange of knowledge, best practices and experience in transforming relevant innovative research solutions into a competitive product. The idea of ​​the project is to develop a modern approach to the problem of conceptual interpretation of the institutional order in the transfer of dual-use technologies, which involves the formation of modern theoretical and methodological provisions in international technology transfer in the projection on the consequences of the war in Ukraine.
