It is determined that in our case, an institution is a set of interconnected elements of the SIS AVR by organizational ties, each of which is assigned the same limits for the implementation of certain, identical in content functions of the system from among all the functions that it must perform. That is, separate institutions are, for example, networks of specialized libraries, computing centers, specialized IT organizations, educational institutions, advisory institutions. However, organizational ties between the elements of each institution can be both direct and indirect - if certain elements of these institutions are simultaneously components of elements of other institutions. Thus, the process of institutional structuring of the SIS AVR is the isolation within this system of those institutions whose action extends to all its components, but in each of them is quantitatively limited by the specifics of institutional activity (i.e., the institution is an intercomponent structure). Thus, the structuring of the SES AVR by institutions that provide this provision occurs independently of the organizational and ownership form of the elements of these institutions. At the same time, the organizational and ownership form of the elements that make up each of the SES AVR institutions affects the effectiveness of inter-element relations, and therefore - the effectiveness of the institution as a whole. At the same time, the effectiveness of relations is determined not so much by the difference or uniformity of these forms in the related elements, but by the universality of the nature of such relations, which for each of the institutions will be determined primarily by that component of the SES AVR in which the limits of the implementation of its function by this institution will be maximum, as well as by the procedures established in the state for the implementation of social and economic activities in general.
