Purpose of research: development of a scientifically sound economic and legal mechanism for the creation and functioning of a cluster model of high-tech development of an agroregion based on innovative bioeconomy and smart specialization.
Methods of scientific research: the methodology of research and development of the Institute is based on the works of classics of theories of industry markets, innovative economics, entrepreneurship, the basic provisions of which were continued in the concept of innovative provision of new creations and innovations on an entrepreneurial basis. It is proven that scientists create new knowledge and scientific developments (innovations) with innovative potential, and entrepreneurs cooperating with science transform scientific developments into commercial products (innovations) and ensure their transfer to the market on entrepreneurial terms (i.e., with the aim of making a profit). This gives a synergistic effect from the cooperation of science and business.
Novelty of the conducted research
The mastery of the theoretical and practical foundations of new directions of the knowledge economy was carried out using original methods and mechanisms developed by the Institute's scientists, united by the Concept of Innovative Bioeconomy, including methodological achievements: institutional case method; business-prime method of innovative modeling; cluster models of cooperation between science and business on the basis of public-private partnership.
Developed: scientific, methodological and organizational basis for the creation and functioning of integrated high-tech regional clusters on the platform of science and business partnership.
The cluster ecosystem of the Kyiv agroregion was tested on the basis of the Institute of Potato Growing of the NAAS, on the basis of public-private partnership.
