The expediency of the “military bonds” concept legislative consolidation is installed to avoid its multiple interpretation and understanding. It is proposed to interpret the definition of “military bonds” as a type of domestic government bonds, the proceeds of which are directed to the needs of the Armed Forces of Ukraine, defense and security and support the functioning of the country in conditions of maritime. It is emphasized that the main element of the content of military domestic government loan bonds is the purpose of their issuance. The innovations of the legislation on the domestic military bonds issuance are summarized, namely: simplification of certain requirements for verification of sources of cash for the purchase of such bonds, simplification of identification and verification of documents for the purchase of bonds, and the possibility of purchasing military bonds by National Bank of Ukraine. The expediency of such changes in legislation is proved by analyzing the fundamental constitutional provisions and the essence of the rule of law. The efficiency of remote purchase of military bonds is substantiated. The need to expand the program of military domestic government loan bonds at the international level is identified. It is concluded that the effective management of such an instrument of filling the budget as military domestic government loan bonds will allow Ukraine to attract new investments, will contribute to the financial stability of the state in modern conditions. popup.nrat_date 2025-01-09 Close
