The purpose of the work is to, based on the study of regulatory documents, literary sources, patent search, develop proposals and measures to reduce fuel consumption and harmful emissions by power plants during the operation of locomotives by determining the requirements for traction-energy laboratory cars (TEVL), development of technical requirements for the equipment of the information and computing complex (IOC) for traction and energy laboratory cars (TEVL). Research methods - general scientific and applied methods: searching, comparing and analyzing data - for posing a problem, determining the patterns of development of the research object; statistical - to assess the current state of the issue. The subject of the study is the parameters and application of the existing TEVL equipment, which is used to process and display the data obtained during traction and energy tests. The scientific result of the performed research is contained in the development of a systematic approach to the creation of requirements for modern equipment and software of IOK TEVL, taking into account innovative solutions. The practical result consists in reducing the total costs of fuel and other energy resources, reducing harmful emissions, and increasing the reliability of the traction rolling stock of railways.
