Functional diagrams are developed to the frequency meter with transference of frequency and frequency meter of the pulse-modulated signals of the direct measuring of frequency on the basis of the use of non-stationary effect of Josephson. The calculations of basic parameters of component elements of functional diagrams of frequency meter are executed. The preliminary electric charts of basic knots of programmatic technical complex of treatment of laboratory model are developed. The preliminary designer document of basic knots of NVCH of highway is developed to the frequency meter of the direct measuring of frequency on the basis of the use of non-stationary effect of Josephson and the laboratory model of NVCH of highway is made. A topology is developed and the laboratory model of pickoff of low temperature receiver is made to the frequency meter - matrix of Josephson's transitions. Procedure of registration of arrays of counting out of current and tension of volt-ampere descriptions (VAKH) of pickoffs and man-machine interface software is developed.
