The factors of personnel management are in process analysed, his basic problems (stimulation, planning of necessity, communications, passing to "now-how", regulation) are formulated. The general chart of enterprise process-management formalized as a model of business-processes is presented. Application experience of business-processes model of higher educational establishment, department activity which allows to analyse and to make better work of department.
