The averaging method for multifrequency systems Fredholm or Neterov boundary conditions for systems of equations with deviation argument and parameter is grounded; the linear and nonlinear systems with functional elements impulsive actions are investigated; the theorems about properties of systems of differential equations that approximate the R functional-differential equations are proven. Constructed and studied mathematical models of information transmission in populations with age structure, spread of epidemics and widespread problems in adaptive models of information risk management in corporate systems.
