The current state of formation of future specialists' professional information culture in the Maritime Higher Education Institutions is investigated. It is established that information needs have a pronounced socio-information character, are divided into sensory, social and professional, the structure of information needs is formed by communication, cognitive, mnemonic, aesthetic, regulatory, professional components, which are the driving forces of information activity of a person. The definition of "information activity of future ship navigators", the structure of which is formed by information-legal, information-analytical, information-communicative, information-management, information-documentary, information-operator components, is substantiated and introduced into scientific discourse. The criteria, indicators, measures and methods of diagnosing the state of formation of personality-motivational, cognitive and procedural-operational components of information culture of future ship navigators have been developed, high, medium and low levels of its formation have been identified and characterized. The pedagogical conditions that are realized in the model of effective formation of information culture of future ship navigators are determined: formation of stable positive motivation of future navigators for their professional identification in the process of vocational training as a driving force of the cadet's activity in order to achieve realization in his professional activity, formation of future navigators' professional orientation as a source of information needs that generate professional information activity, design, development, implementation in the system of future navigators' vocational training the segment of information and educational environment of modern Maritime Higher Education Institutions, oriented on effective mastering of information and technological disciplines of professional orientation on the basis of cognitive, activity and technologica
