Sociocultural factors of innovative development are analyzed. The relationship between culture and innovation is manifested in the value determination of the relevant types of motivation of human activity, which forms a greater or lesser propensity of the population to creativity, ingenuity, innovation and change. It is proved that in Ukraine the state of culture does not encourage creativity as a basis for individual innovation aspirations, and there is no critical mass of people endowed with the traits of an entrepreneur-innovator.
Accelerating the pace of innovation is due to the need to develop human capital. Based on the comparison of indicators of the level of human development and innovation, as well as indicators of production structure and drivers of production, the dependence of economic growth rates on the synchronization of quantitative and qualitative characteristics of human and physical capital.
