The relationship between culture and innovation is manifested in the value determination of the relevant types of motivation of human activity, which forms a greater or lesser propensity of the population to creativity, ingenuity, innovation and change. It is proved that in Ukraine the state of culture does not encourage creativity as a basis for individual innovation aspirations, and there is no critical mass of people endowed with the traits of an entrepreneur-innovator. Accelerating the pace of innovation is due to the need to develop human capital.
