The research is focused on deepening the scientific and applied principles of the development of the social and labor sphere, developing theoretical and applied models, effective mechanisms and tools for regulating social and labor relations at different levels of the new economy and under the conditions of global socio-economic reality. In the course of the work, the transformations of the theory of human capital were studied in the context of the formation of "Industry 4.0", "Economy 5.0", global challenges; the structure and patterns of these changes were analyzed, the factors influencing the competence component of human capital were identified; a theoretical construct was built and the paradigm of human resource management, its components, and drivers of change were described, using an ecosystem approach; scientific and methodological approaches to managing the social sphere and improving the quality of life of the population were improved, ensuring a high level of social security; proposals were developed to improve the quality of higher education and reduce unemployment risks for the sustainable development of the country; theoretical principles and practical recommendations for improving personnel management and its key processes, taking into account modern challenges, were further developed; measures were proposed to develop an adaptive model of social and labor relations to the conditions of the global ecosystem. The key scientific result of the research is the developed and theoretically proven principles and philosophy of the social and labor platform "Labor 5.0".
