European values are generalized as the axiological foundation of contemporary social work; national and international experience of intersectoral cooperation, digitalization and lifelong learning development is analysed. The legislative, legal and theoretical-methodological foundations of education and social work integration are examined, and the role of the university as an agent of social change and community development is defined. Educational programmes for bachelor’s and master’s degrees in Social Work and Counselling are substantiated as the institutional core integrating education, research and social practice.
