Research object: public administration and public service in sphere of civil protection. Aim of work: to develop the educational manual "Public administration and public service in sphere of civil defence" for the implementation of the learning process of state officials, heads of state enterprises, institutions and organizations State Service of Ukraine of Emergencies, to provide methodological assistance to the students in the study of educational material for field of "Public administration". Research methods: systems analysis, comparison and observation, logical and analytical. Basic results: based on the theoretical research on public administration and civil service, including in the field of civil protection aspects of the functioning of the civil Defense of Ukraine, activity of state bodies, local self-government in emergency situations develop educational manual "Public administration and public service in sphere of civil defence" for the implementation of the learning process of state officials, heads of state enterprises, institutions and organizations State Service of Ukraine of Emergencies.
