The work purpose is creation of a complex of the interconnected mathematical models and methods of hierarchical planning and decision-making in difficult organizational/economic systems on the basis of creation of new information technology, a theoretical substantiation and an experimental research of efficiency of the developed models and methods. The mathematical models and methods of hierarchical planning and decision-making in complex organizational/economic systems with network representation of technological processes and the limited resources are developed based on obtaining new results in different areas of cybernetics and the applied mathematics and the systematic coordination of the obtained results for developing an effective mathematics for the formulated problem, that is its decision on the basis of ideology of the systematic mathematics offered by academician of Ukrainian Academy of Sciences Michael Zgurovsky that covers areas of the intractable problems of combinatorial optimization, the scheduling theory, the regression analysis, the decision making theory. The problem of hierarchical planning in complex organizational/economic systems has been solved on the basis of three-level model of planning with 31 criterion of optimality (5 basic, 26 combined; earlier corresponding results were obtained for 7 criteria of optimality) with the use of the theory of exact PDC-algorithms developed by authors for intractable problems of combinatorial optimization; new mathematical models of decision making on the basis of the hierarchy tree are created allowing to make sound decisions for badly conditioned empirical matrixes of pair comparisons of any dimension used for a definitive choice of the planning problem decision regarding the not formalized global purpose; methods of the global purpose formalization are created on the basis of the hierarchy analysis process modification and qualitatively new results received by the authors in the field of applied regression analysis. In results of researches the information technologies and integrated software packages for the hierarchical planning and decision-making in complex organizational/economic systems are created.
