The developed process model of interaction of stages of formation and evaluation of food business activity proves that the system of evaluation of business entities in the food market is a hierarchical system whose values of indicators are causally interconnected. The algorithm for constructing a system of goals of the Concept of regional policy on safety, quality and competitiveness of goods has also been developed, which creates the preconditions for protecting the consumer market from potentially dangerous and undesirable goods and services in the consumer market in the region.
