The goal is scientific substantiation of the directions and mechanisms of implementation of the inclusive policy of ensuring the quality of life of pensioners in conditions of demo-economic imbalance on the basis of social justice. Results – the main trends of the demographic development of Ukraine were formed and substantiated, taking into account the impact of a full-scale war; a forecast of the levels and risks of monetary poverty of pensioners was built according to various scenarios of the development of events; researched the consumer possibilities of persons of retirement age before and during the military conflict; the most likely changes in behavioral strategies regarding the consumption of elderly persons during the war and in the first post-war years were estimated; the availability of social services for pensioners was assessed; the expediency of supporting and encouraging the elderly to social activity after the end of labor activity is substantiated; priority steps are proposed to maximize the effectiveness of social policy aimed at the needs of the elderly; assessments of the prospects of achieving a higher level and quality of life of pensioners at the first stages of the post-war revival were carried out.
