The purpose of the work is to analyze the quality of the environment and the state of natural objects of improvement in the city of Kyiv, to develop a project of a comprehensive urban target program for the ecological well-being of the city of Kyiv for 2022-2025, taking into account the requirements for the development of urban target programs in the city of Kyiv. Research methods are economic and statistical, system analysis, comparison and grouping, generalization. In the course of the research, an algorithm for writing the program, information submission forms for the formation of the program, a mechanism for implementation, organization of management and control, and financial support of the program were developed; the problems that the program aims to solve are investigated; program passport; the goal, priority tasks and main directions, system of program measures (in terms of target subprograms) are determined; justified quantitative and qualitative indicators. The novelty of the research work is the direction of the Comprehensive Program for the implementation of the Kyiv City Development Strategy until 2025.
