The adaptability of financial policy to the challenges of the spread of COVID-19 has made it possible to create favorable global financial conditions for countries with low credit risk and to achieve a significant and lasting increase in government spending. However, in countries with more limited access to external financing, initial costs were lower than projected before the pandemic.The application of the system approach allows to consider the financing of labor resources as a set of interconnected elements and subsystems which together aim to improve the efficiency of the financing process for systemic changes in the environment.
