In crisis and in ordinary conditions, the nature and manifestations of risks differ. The severity of the problem is exacerbated by the fact that in most enterprises (including banks) of Ukraine the formation of a risk management system was "imitative" (formal). The inability of some of these legal entities to neutralize the negative effects of the crisis was the main reason for their insolvency. Effective risk management should be based on appropriate fundamental research into the formation of an effective mechanism for regulating economic relations in times of financial uncertainty. Given this, the problem of developing theoretical, methodological foundations and practical recommendations for an effective mechanism of risk management is very important and relevant. In the presence of a significant amount of research, it should be noted that the issue of risk management in conditions of uncertainty is not given enough attention, and therefore the scientific and practical foundations of risk management during the crisis are poorly studied, devoid of system and thoroughness. The lack of fundamental development in this area has a negative impact on the development of Ukraine's economy. For domestic financial thought, the main problem is the formation of tools for implementing the concept of risk management, which should be effective both in a relatively stable external environment and in times of uncertainty.
