In the context of global economic instability, political crises, inflationary risks, and budget constraints, public institutions face numerous challenges in financial management. Therefore, there is a need to develop adaptive financial strategies that ensure the stable functioning of public institutions, the efficient use of budgetary resources, and the achievement of socio-economic goals. The study aims to examine key factors affecting the financial stability of public institutions, analyze existing approaches to financial management in crisis conditions, and develop recommendations to enhance the resilience of the public sector financial system. Special attention is given to financial planning mechanisms, expenditure optimization, improving budgetary processes, and utilizing crisis management tools.
