The goal of the investigations contains elaboration of the theory and techniques for establishing the parameters of the ground surface and the soil moisture from the results of radar backscatter. Method of investigation includes: the analytical methods of description of scattering from the random rough surfaces, methods of numerical modeling of the scattering process, collecting the radar and contact data sets relevant to particular ground surfaces. Results and novelty of the work are embodied: in a new approach developed in the problem of reconstruction of parameters of the natural media based on the correlation imaging function. A description is given for the wave scattering that includes: inhomogeneous dielectric permittivity profile, presence of 3-D scatterers, the rough surface having the wide range of the random heights. The connection was established between the multi-frequency radar backscatter and characteristics of s oils and vegetation. The passive low frequency remote sensing had been performed of the global lightning activity directed to the detection of global warming.
