Novelty: The first in national science methods which allow to make quantatative evaluations of effects from differently directed parameters of visk with accounting of inexact evaluation of each factor impact were developed. Sphere of use: Prediction and grounding of planning decisions by research institutions and governmental bodies on national, regional and local levels. Advantage: Possibility of accounting of influence of differently directed parameters under inexact identification of effects from impact of each factor. Unlike the most number existing procedures use linear logic. The importance of proposed methods will increase during transition to information society.
