The purpose of the work - development and grounding of the scientific, technical and organisational measures concerning the raising of power coal heat of combustion to the level that provides its burning in the furnaces of HPS without any additions (oil products and natural gas). The research method - static multifactor analysis of the mechanism of formation of coal preparation plants' source of raw materials and coal fuel resources which are delivered to HPS. The optimization of quality characteristics of marketable fuel providing conservation of its resources. The optimizationary factors: heat of combustion, quantity expenditure, minimum freights, ecologic safety of coal processing (preparation) and its heat-power utilization. Developed the balances of optimum distribution of mined coal to coal preparation plants and consumption enterprises; defined the practical measures conscerning coal quality improvement and lowering of its losses during processing and utilisation, turning the outbalanced slimes to fuel resources. Technical and economical expedience of proposed methods is defined for the planned indices of coal output and quality for 2002 year in comparison with basic ones - reported (actual) for 2001 year.
