That is fractal electrodynamics. The fundamental concept of fractal and multifractal, or in other words frame of set of Cantor and space with fractional dimension of Hausdorff - Bezikevich, lies in the basis of this science. In this report, the technique of generalised functions as the mathematical basis of the theory of a fractal electrodynamics is entered in consideration. We present in this report outcomes of researches of optical centres in chips spinels of two structures (Mg·1,0Al2O3 and Mg·2,5Al2O3). The processes of their accumulation are studied at irradiation of X-rays and ultra violet light, and also their decay after termination of irradiation. The outcomes of activity can be applied for the solution of problems of a fractal electrodynamics, for construction of the theory of transient radiation and scattering in turbulent and dusty plasma, for construction of the theory of diffraction fractal radiation, in researcheson a plasma physics and controlled fusion.
