The comparative analysis of the monitoring research results that have been carried out during 1998-2002 years has allowed to consider some of problems of the most unprotected social groups in Kharkiv region in dynamics, to find out those changes that have taken place in public opinion concerning estimation of socio-economic changes in Ukrainian society for the last years. In the report it is suggested the ways to overcome poverty and to improve social security of needy social groups. The subject of the research is the system of social protection functioning at the regional level in Ukraine, the character and ways of its reforming, the conformity the forms, methods and ways of social help and protection to the social groups and layers needs.
