The goal of the work is tо improve skill categories system and tariff rates of the Unified Tariff Scale for Remuneration of Labour in the Budget Sphere. Analytical, analytical and calculation, and comparative methods have been used. In the process of the research a methodology of development of most rational versions of the UTS and their correcting factors in the light of limited recourses of the state budget for labour remuneration in the budget sphere has been substantiated.
