Structure of Ukraine’s foreign trade is determined by comparative advantages established when Ukraine was a part of Soviet economic system. The EU enlargement will create certain gains in trade due to reduction of imports tariffs, but existence of non-tariff barriers and, especially, substitution of countries-candidates’ non-tariff barriers by those of the EU could produce losses for Ukraine. In particular, it concerns quantitative restrictions on exports of certain types of Ukraine’s metal products. For ensuring the presence of Ukraine on the enlarged EU market it is necessary to consecutively liberalize Ukraine’s exports and imports transactions at the framework of market transformation of national economy.
