The aim: experimental investigation of ionospheric plasma under high solar activity for developing of imagination about ionosphere and ionospheric models updating. The novelty: by means of incoherent scatter radar, which is the only at the middle latitudes of Europe, the unique data about ionosphere behavior under high solar activity are obtained. The structure of ionosphere in 100-100 km range was investigated, environment aeronomical parameters are estimated, comparison with up-to-date ionosphere and thermosphere models was made. Preliminary electron concentration regional model was proposed. New methods an devices for ionospheric measurements was created. Ionosphere database of international format was constructed. The efficiency of introduction: the experimental data essentially promote to solar-terrestrial connexions development. The area (branch) of application: the fundamental investigations of solar-terrestrial connexions and circumterrestrial environment; forward-looking technologies of information, the devices of complex automatisation, the systems of communication.
