To analyze the influence of the main factors over changes in income and expenditure parts of the budget of different levels. To analyze the social-economic development of the regions and formation of the local authorities financial program. To make out the main approaches to the improvement in forming the budgets of different levels. The methods of research are the economic-mathematical methods and economic theory, research methods, econometric modeling, panel data models, simultaneous systems of equations, the modern dynamic modeling instruments (ARIMA-method, VAR-method, error correction method). It is proposed the structure-functional scheme of the budget process relations on macro and micro levels, which helps to formalize and logically connect incoming and outgoing information streams of the econometric modeling results and to reveal the relationship between income and expenditure parts of the budget. The results of the work were used in Ukrainian Ministry of Finance during the elaboration of the state budget policy directions, and also in analyzing of the financial-fiscal regulation influence on the social-economic development of the state; during the preparation of educational courses "Econometrics", "Microeconometrics modeling", "Modeling of economical dynamic" for bachelors, specialists and master students of NaUKMA. Worked out mythology and methods of budget process modeling on micro and macro levels may be the basis to ground and elaborate the regional policy directed on financial equalization and economic growth of the regions. It also may be used in educational process of economic departments, in particular, in the courses of economic dynamic modeling, budget and tax systems, theoretical and empirical basis of budget regulation, in scientific-research seminars.
