The directions are defined to improve legislative and normalizelegal base for stimulating the regional development in the context of socio-economic development. The technique is elaborated and tested to measure socio-economic protection of a person using an integrated indicator based on sociological research. Proposals are worked out to improve the concept of social-labour legislation and amendments to Labour Code. Directions are grounded to provide safe vital activity of population in the region, as well as scientific-methodical based for formation of the system to manage it. Theoretical and practical principles are developed to attract social technologies to use inventive potential at the level of enterprise and region.
