The aim of the work - the development of the technical requirements to this system of the collective access points to the Internet, among them - the technical requirements to the educationnal institutions in the rural areas of Ukraine. The method of the study - the system approach and statistical amalysis, economic-mathematical modelling. The establishment of the system of the collective access points to the Internet is based on the principle of the necessity for all the people to have the access to the basic inforcommunication services. The provision of the access to the Internet is especially important for the inhabitants of the rural areas. The rules concerning the provision of the universal access to the Internet have to guarantee for all the users to get the affordable inforcommunication services of reasonable guality. For Ukraine it means the necessity of the provision with the to-day inforcommunication services about twenty eight thousands of the rural area communities. There were defined the "best practise" options for the location of the collective access poinrs to the Internet in rural areas. Accoding to the study they must be located at the secondary educational institutions (about 7000) and in the premises of the posts (about 5000).
