The purpose of work - development of theoretical, methodical and practical bases concerning rationalization of delimitation of powers between local authorities and institutions of local government; оptimum fastening of charges and profitable sources to budgets of different levels; effective distribution of interbudgetary transfers; definitions of the basic directions of improvement of a technique of this distribution. Methods of research - the general (dialectic, logic), general scientific, particularly scientific and special. Results and their novelty - an operating time of conceptual-theoretical approaches and recommendations of a practical direction is relative: directions of reforming of interbudgetary transfers in Ukraine, features of definition of a level of an opportunity of payment of taxes territories; calculation of separate kinds of interbudgetary transfers and directions of reforming of the local taxation; ways of rationalization of distribution of powers between local enforcement authorities and institutions of local government; optimization of the list of delegated and own powers and sources their financing from local budgets of different levels; constructions of the effective administrative-territorial device of the state in a context of creation of tax districts; development of methodological approaches to definition of real financial specifications of budgetary security of performance of powers and functions of territorial communities.
