These results are based on three-year monitoring of geological prospecting programs running state and analysis of normative and legal documents: directions to improving approaches of gaining access rights to Earth interiors covered in a number of normative and legal documents (Ukraine's Interior Code, Oil and Gas Act, "Conditions of interior utilization in accordance with special license" treaty); principles for establishing multifold interior utilization monitoring system, particularly in oil and gas sphere; sources and mechanism of geological prospecting financing. Interior utilization dynamics analysis in the period of 2002-2004 was made. Negative trends in planning and fulfillment of programs were discovered, including standstills on some license sites. Recommendations on ways to elimination of these drawbacks were prepared. Three report forms for evaluation of experimental-industrial exploitation were prepared. Monitoring wasperformed according to from № 1; based on its results, two semiannual and annual analyses of experimental- industrial exploitation in 2003 were completed.
