The research methods - comparative and legal analysis, logical and legal, system and structural. The modern world states have defined common approaches in understanding of essence and main trends of development of local self-administration, which can be used in development of self-administration in Ukraine. The self-administration is a form of people's execution of its power, form of organization and activity of citizens, right and real ability of local self-administration bodies, the commune to participate in management of state affaires on its territory. Self-administration is a special kind of administration activity, a form of self-administered subjects' execution of their powers. The main directions of reformation of self-administration in Ukraine are: abolition of the principle of unification of state power and implementation of principle of political and financial decentralization and fair distribution of resources from the center; limitation of the state interference in local affaires; transition of local administration to municipal control; expansion of property rights of subjects of local self-administration; local self-administration bodies' responsibility for activity in interests of local population; provision respecting the law by local self-administration.
