The organisational and legal forms for regulation of the innovational activity of the cluster structures at a regional level have been proposed with the aim to harmonise the industrial and competition policy. The study used the systematic methodology approach to the analysis of existing processes of development and formation of new production systems, as well as methods of economic and statistics analysis that allow assessing preparation of the cluster structures. The sphere of implementation is the economy of the country as a whole and its individual regions in the process of market transformations at different levels of management of economic processes.
